What can I do when I am bored?

I am a 13 year old kid. My parents and friends have a culture of bringing their kids to parties they are invited to, so their kids can talk as they do. However, my parents have friends with kids to old or to young for me to hang out with, and I rarely get to talk to somebody my age. So, I just sit around and wait. It can get real boring at time, and it is a "disgrace" to use technology, (cellphones, handheld games, ect) at parties. So, I just sit around. HELP PLEASE!!!
