My westie has rolls of fat around his neck is that normal. hes 2?

we changed his food the other day and he started to get rolls of fat i wa just wondering if this i normally,since he has been on tins hes been 10kg or pounds at the vets and he started to get rolls of fat around his neck and that is he startin to become obesity?
