What is the best weight to put with a tea candle in a dixie cup for use outside?

I'm going to convince my school to make a bunch of those cups with candles for the memorial of the Lakewood Policemen, but its been windy here recently so we need a good weight. I'm thinking sand, is there anything better to use than that?
